As in whole other countries, almost half the resources allocated for the health sector are used in hospitals in Turkey as well. Therefore, it is inevitable that utilization review studies, evaluating the appro priateness of health services rendered to inpatients by the internationally proved medical criteria, should be put into pracice to secure the efficient and effective utilization of hospital resources. With the help of these studies, it will be possible that inappropriate use and reasons are determined and necessary precautions for efficiency and productivity are taken. The aim of this study is to determine the factors which cause inappropriate admissions and days of stay in nine adult surgical clinics in Gülhane Military Medical Academy Trainning Hospital. Delphi Method was used in defining these factors. It was concluded that the most important factor which causes the inappropriate admissions and days of stay was that the soldiers outside Ankara must be hospitalized in order to be treated.
